Design Workshop Set for Public to Work on Ideas for Highway 99 Area

Vancouver, WA – Anyone interested is invited to a Highway 99 design workshop on Wednesday, October 8, at 6 p.m. at the Gaiser Middle School cafeteria, 3000 NE 99th Street, Hazel Dell.

The workshop will begin with an overview and update on planning for the Highway 99 corridor and neighborhoods nearby. A draft plan is almost ready for public hearings before the Planning Commission and Board of Clark County Commissioners. If approved, it would become part of the county’s Comprehensive Growth Management Plan.

After the update, there will be group discussions with architects and planners, to begin developing proposed design standards, zoning, and improvement projects for newly defined activity centers for shopping, services, entertainment and housing.

Earlier this year, the commissioners instructed county planners to focus on proposals to facilitate mixed-use development that would help support public transportation in that area.

The planning area is roughly between Northeast 63rd Street, Interstate 5, Northeast 134th Street and the Bonneville Power Administration transmission right-of-way. For more information, please visit the county Web site at www.clark.wa.gov/hwy99/index.html.

U.S. Green Building Council’s Education Provider Program Calls for Reviewers

September 30, 2008 – (Washington, DC) –The U.S. Green Building Council today issued an ongoing call for USGBC members interested in joining the team that provides peer review of the courses and content that make up the Education Provider Program. Green building subject matter experts and educators are sought for this team.

Given the exponential growth in the green building market, there is a proportionate demand for top-quality education opportunities to support that growth. USGBC facilitates access to this education through Greenbuild365, a new online education portal, which includes a catalog of courses offered by USGBC and Education Providers. Professionals seeking to go beyond LEED and enrich their knowledge of green building theories, techniques, and business trends want to know the content is accurate, timely and worth their time. Reviewers provide this important oversight.

“Education is the cornerstone of USGBC’s mission of transforming the building marketplace, and the Education Provider Program accelerates that mission by making top-quality courses that have been rigorously tested and reviewed available to the public,” said Peter Templeton, Senior Vice President of Research & Education, USGBC. “An expanded reviewer base will help us more rapidly increase the number of courses in our catalog and ensure the ongoing excellence of the program.”

In addition to courses, Templeton noted that the program is launching a review process for conferences and one-time events, along with a new fee structure on October 13, 2008.

USGBC developed the Education Provider Program to address the widespread need for green building education beyond LEED. All USGBC Education Provider Program courses are included in a course catalog on the Greenbuild365 education portal, http://www.greenbuild365.org. Reviewers are professionals from USGBC’s member companies, chapters and affiliates who are knowledgeable in the field of green building, sustainable design and instructional design. To learn about specific qualifications visit www.usgbc.org/DisplayPage.aspx?CMSPageID=1659

Reviewers receive benefits that enhance their own professional expertise. Reviewers are trained the basics of adult education, the review process and criteria. This training can be used to enhance their own courses which they create, and reviewers are eligible for a free review of one of their own courses annually after completing 12 course reviews. A current list of reviewers is listed on the program web page.

To view the catalog of available green building continuing education courses please visit the Greenbuild365 Web site: www.greenbuild365.org. For more information about the Education Provider Program visit www.usgbc.org/epp

MORTGAGE FRAUD CASE DEFENDANT PLEADS GUILTY TO MONEY LAUNDERING

Ridgefield, Washington Man Admits Participation In Mortgage Fraud Scheme
Portland, Ore. – United States Attorney Karin Immergut today announced that Jeremy
Richardson, 31, Ridgefield, Washington plead guilty to money laundering in United States
District Court in Portland Oregon. The plea follows a joint investigation by the Federal Bureau
of Investigation (FBI) and the Internal Revenue Service (IRS) of a mortgage fraud scheme
devised and carried out by Richardson during 2007.

During the plea hearing today before the Honorable Judge Anna J. Brown, Richardson
admitted that he advertised and solicited persons interested in buying real estate, either to live in or as an investment. If an investor was not able to qualify for the necessary mortgage financing, Richardson would falsify the buyer/investor qualifications and information provided to the lender. If the home was being purchased as an investment, Richardson would advertise for
persons interested in participating in a “rent to own” program to live in the home purchased by
the investor.

Richardson admitted that he inflated the property transaction price on certain transactions
in order to get extra money to use to pay business expenses including required mortgage
payments on purchased real estate. He created false invoices purporting to represent repairs
performed on certain properties in support of the falsely inflated prices. He also induced some
customers to advance him money which he represented would be used to make a down payment
on certain properties, but which he instead used to pay personal and business expenses.
He used interstate wire transmissions to communicate and advertise, and for transfers of
funds to carry out the scheme, including a $50,000 transfer from a Wells Fargo bank account
belonging to a victim investor in California, to a Bank of America account in Portland Oregon he
controlled. Evidence indicated that Richardson’s scheme involved real estate financing
transactions on as many as 90-100 residential properties.

Money laundering carries a maximum penalty of 10 years in prison, a $250,000 fine and
up to three years of supervised release. The plea agreement in Richardson’s case calls for a
sentence of 37 months in prison in addition to payment of full restitution. Judge Brown
scheduled the sentencing hearing on January 5, 2009 at 9:30 a.m.

The Richardson prosecution is part of Oregon’s participation in “Operation Malicious
Mortgage,” a nationwide effort to investigate and prosecute mortgage fraud. It highlights the
significant threat posed by mortgage fraud for federally insured and uninsured lenders and the
ongoing law enforcement response.

KIDS FIRST!

WHAT IS KIDS FIRST?
Kid’s First is a recreational program for youth (ages 6-11) provided by the City of Vancouver or Vancouver-Clark Parks and Recreation at three schools during after school hours. Supervised activities include games, crafts, sports, storytelling, music, science, monthly themes, and special events. Free, nutritious snacks are provided through a grant with the U.S. Department of Agriculture. Also, one important thing to mention is that Kids First embraces Inclusion, meaning that every child is included in every activity, whether or not they have a disability."

WHO BENEFITS?
Everyone! Children play and learn in a safe and fun environment, while improving their ability to interact with other children. Parents know their kids are safe and involved in healthy, constructive activities after school.

SHOULD I MENTOR?
Peer Mentors must be at least 15. This role requires a lot of maturity, responsibility, and reliability. Volunteers would be able to acquire more experience working one-on-one with children with disabilities, while the child would receive that one-on-one attention they need. If you aspire to one day have a career with Vancouver Clark Parks and Recreation, this would be a good opportunity to get started.

SHOULD I VOLUNTEER?
Volunteers must be reliable, mature, understanding, responsible, and able to commit their time. Sometimes, when a child with a severe disability has a one-on-one, it is very hard on them if the person watching over them is there one day and gone the next. The child might not be there every day, but in the case that they are, it would be good for their one-on-one to be there. Therefore, someone who can be there for a consecutive amount of time - at least once a week - would be the ideal candidate.

WHERE AND WHEN?
Monday, Wednesday & Friday, 10/1 - 5/29 (2:50-5:30pm)
54933 Fruit Valley Elementary, 3410 NW Fruit Valley Rd.
54935 Washington Elementary, 2908 S. St.

Insurance Commissioner approves Safeco sale

OLYMPIA, Wash. – Insurance Commissioner Mike Kreidler announced that his office has approved the acquisition of the Safeco Group by the Liberty Mutual Group for $6.2 billion, effective today.

Liberty Mutual has indicated that Safeco will keep its name, will remain headquartered in Seattle and will maintain the Safeco Foundation and its civic and charitable giving in the community. The transition will be seamless to policyholders, and the company will continue to use independent insurance agents.

“Safeco is proudly recognized as an institution in Washington and its proposed acquisition has been a high priority for my office,” said Commissioner Kreidler. “It was the largest, most complex deal we’ve ever been asked to approve. I’m extremely pleased at the thoroughness of the review, and our ability to issue a prompt decision and ensure a smooth transition.”

As a result of the sale, Safeco will change from a publicly-traded stock corporation to a privately-held company of Liberty Mutual. Under the terms of the deal, Liberty Mutual is subject to increased oversight and will submit quarterly reports on its finances and on its treatment of policyholders for the next two years.

The written order, detailing all of the terms of the sale, will be distributed tomorrow morning.

Gov. Gregoire’s statement on financial market turbulence

Washington state takes steps to police lenders and protect consumers

OLYMPIA – Gov. Chris Gregoire issued the following statement on turbulence in the financial market:

“Like all working families across the nation, I am very troubled and concerned by the recent failures of financial institutions on Wall Street. And like my fellow Washingtonians, I am saddened and disappointed that one of our state’s greatest corporate citizens, Washington Mutual, which grew from a small Seattle savings institution into one of the nation’s largest lenders, may be sold.

“The financial turmoil is evident that the federal government has failed to police the nation’s financial system and allowed the current situation to worsen— hurting Washington working families and Washington’s economy. Despite this, Washingtonians should be reassured that our state is prepared to weather this storm.

“While we cannot control national economic policies, we in Washington state continue to take action to police lenders and to protect consumers. Washington state’s bank examiners are working with state-regulated banks to make sure they are well capitalized, safe and sound. Where they see concerns, they impose stricter requirements to ensure the financial institutions are sound. Consumers can be assured that the FDIC stands ready to insure their deposits up to $100,000.

“We continue to aggressively police bad actors that harm consumers — from Countrywide Financial whose license we revoked this summer, to the securities dealers we recently fined for misleading investors.

“State insurance regulators are making sure that insurance companies have the money necessary to pay claims.

“Washington has been a leader in mortgage lending reform. Our task force on homeowner security last year recommended and the Legislature enacted new lending regulations, consumer protections and requirements for disclosure to consumers. We enacted mortgage rescue scam prevention legislation to stop crooks from preying on distressed homeowners. We put into place homeowner counseling services that have helped more than 2,000 homeowners facing foreclosure or looking to buy homes.

“I agree with New York City Mayor Bloomberg’s assurance that if we continue making the smart long-term investments and continue managing our resources responsibly and conservatively, then our best days are yet to come.”

VANCOUVER, Wash. - Washington State University Vancouver will host a groundbreaking event at 11 a.m. Sept. 18 to celebrate the generous gift of $1.5 million from the Tod and Maxine McClaskey Foundation for the expansion of the WSU Vancouver Child Development Program. The gift will allow the creation of a full-day kindergarten scheduled to open in fall 2010.

Port kicks off Airport Environmental Assessment with a Public Information Meeting

Washougal, Wash. (September 4, 2008) – The Port of Camas-Washougal is embarking on the first phase of the Grove Field Airport Environmental Assessment and invites the community to learn more about the project, ask questions and share their ideas at a Public Information Meeting.

Date: Tuesday, September 9th
Time: 7:00 p. m. – 8:30 p.m.
Place: Camas High School Auditorium at 26900 SE 14th Street, Camas, Washington

The purpose of the environment assessment is to evaluate the possible impacts of future capital improvement projects as listed in the recent ALP’s master planning process, specifically focused on safety improvement plans. The goal is to bring Grove Field Airport into compliance with Federal Aviation Administration (FAA) design standards for the airport’s existing Airport Reference Code of A-1 (small), while complying with federal and state environmental regulations. The project will result in a Draft Environmental Assessment for public and agency review in the fall of 2009 and an environmental finding from FAA in late 2009.

The ALP calls for proposed improvements including realigning the current runway to the south, extending it to the east approximately 350 feet, and widening it by 20 feet. In addition, the existing parallel taxiway will be extended to match the runway. This project may require the relocation of Delp Road. Construction is anticipated to begin in 2010.

The current airport designation for Grove Field allows for aircraft with approach speeds of less than 91 knots, wingspans up to 49 feet and a maximum weight of 12,500 pounds. There will be no change in the size of aircraft typically using Grove Field Airport as a result of this project.

Funding for this project involved seeking grants from the FAA, and the Washington State Department of Transportation (WSDOT) Aviation Operations. However, the FAA now requires an approved Airport Layout Plan that outlines details of airport improvements in order for Grove Field airport to receive federal and state funding. This project is being funded by the FAA (95%), WSDOT Aviation (2.5%) and the Port of Camas/Washougal (2.5%). Earlier this year, the Port was approved for $393,430 in federal funding for the environmental impact study. The Port will also invest $10,353, and receive another $10,353 in state matching towards this project.

The Port of Camas-Washougal began public discussion on an Airport Layout Plan (ALP) for Grove Field Airport in September, 2005. In addition to the Port and the FAA, the ALP underwent review by the Washington State Department of Transportation (Aviation Division), and the Port’s Airport Advisory Committee. It was subsequently approved by the Port Commission and the Federal Aviation Association in September, 2007. This was followed by a Request for Qualifications for airport environmental and engineering services, which was awarded this January to WHPacific, a Northwest architecture and engineering firm. Specifically, the project will address issues such as water, soils, habitat, wildlife, pollution, safety, roads and storm water runoff in the environmental assessment which is anticipated to be completed next year.

For more information, please contact Port Administration at (360) 835-2196 or check the project website at www.grovefieldalp.org.

Work on two major county road projects is ahead of schedule

Vancouver, WA — Two major road improvement projects that began last year along Northeast St. John’s Road and Northeast 72nd Avenue will be completed ahead of schedule this year, according to Clark County Public Works. Also, utility relocation work has started on Northeast 88th Street.

Northeast St. Johns Road
Paving work is underway this week on St. Johns Road. This project will likely be completed by December, three months ahead of the official schedule.

The St. Johns Road project widens the road from two lanes to five with four travel lanes, raised medians with left turn pockets, bike lanes and sidewalks. Many of the medians will be planted with shrubs and trees this fall. The project will cost more than $21 million when completed, including the addition of two major new wetland areas to manage stormwater runoff from the expanded road surfaces.

Northeast 72nd Avenue
The county expects final paving and road striping to be done on 72nd Avenue in September, although some lane restrictions will remain in place into October. Minor contract work will continue through the end of the year.

This project includes four travel lanes, a continuous left turn lane, bike lanes and sidewalks with planter strips. Workers also reconfigured the intersection with Northeast 72nd Avenue, added a signal to improve safety and improved the existing railroad crossing. Utility improvements, including the installation of new sewer and water pipelines, are part of the project.

Made Possible by an Extensive Partnership

Spearheaded and funded by Vancouver’s Downtown Association, Turtle Place is possible only because Vancouver’s Downtown Association, C-Tran, and the City of Vancouver have worked together step by step to bring this temporary plaza downtown. Local businesses in all arenas have donated time, talent, and treasure to make this sustainable plaza possible.

All design work has been donated by local civil engineering firm Harper Houf Peterson Righellis, leaders in landscape architecture and sustainability planning. Nutter Construction has come on board as the contractor to perform the work, and their heavy equipment will soon be seen transforming the former bus mall into a park for all of us to enjoy. Clark Public Utilities has worked closely with the project, every step of the way, to help design and procure a state-of-the-art, energy-efficient lighting system. Thompson Metal Fab is creating brackets, designed by Group MacKenzie, to hold this LED lighting system. Identity Clark County and Wayne Magnoni at Main Street Partners have lent immeasurable support. Local design team Tribe 2 Studios designed the mural art, which is being painted by prominent local artist Guy Drennan. The centerpiece water feature is a sculpture created by artists Wendy Armstrong and Greg Conyne, made of cast-off parts from the Clark Public Utilities and C-Tran “boneyards,” as well as pieces donated by the contractor who originally built the bus mall 20 years ago.

All of this cooperation, of course, wouldn’t be possible without funding! Working closely with local businesses that want to see their community revitalized, VDA has created a sizable fund that is specifically dedicated to downtown infrastructure improvements. Donors whose contributions have helped fund this effort include The Columbian, The Bank of Clark County, First Independent Bank, Albina Fuel, Hi-School Pharmacy, and Burgerville.

County invites citizens to help assess stormwater problems

Vancouver, WA – Clark County’s Clean Water Program will assess conditions along portions of the East Fork Lewis River and lower Salmon Creek watersheds this fall and winter as part of its Stormwater Needs Assessment Program (SNAP). To help, the county staff is requesting information from citizens and local agencies about potential water quality and stormwater problems in these watersheds.

“Observations and experiences from people who live or work around these tributaries are an important part of our data gathering process,” said Rod Swanson, Clean Water Program senior planner. “The information we receive will be used to help supplement and inform our work in the field.”

Work for the remainder of 2008 will focus on tributaries of the East Fork Lewis River near La Center and on tributaries to lower Salmon Creek near Interstate 5, such as Cougar, Tenny and LaLonde creeks.

People living or working around these waters are encouraged to contact the county with information about water quality, erosion, stormwater, drainage, habitat or noxious weeds by calling (360) 397-6118 ext. 4345.

SNAP is a five-year effort to assess stream and storm drainage conditions in Clark County. The program examines watershed resources, identifies stormwater issues and opportunities, and recommends specific projects or actions to help protect water quality through improved stormwater management. SNAP is currently in its second year. In 2007, the program submitted more than 20 capital projects for the 2009-14 Stormwater Capital Improvement Program.

More information is available online at: www.clark.wa.gov/water-resources, or by calling the Clean Water Program at (360) 397-6118 ext. 4345.

World Championship model boat race coming to Vancouver

Model hydroplane race at Klineline Pond to benefit Parks Foundation

VANCOUVER, Wash. – A two-year old national championship event is growing up and moving out this fall.

After back-to-back years as host of the American Power Boat Association National Championship [for 1/10-scale unlimited hydroplanes] at Woodland’s Horseshoe Lake Park, Electric Radio Controlled Unlimite ds [ERCU] is moving its season-ending event to Vancouver.

The event will be a fundraiser for the Parks Foundation of Clark County.

“It’s been a dream of mine to bring a world-class event like this to Vancouver since I started racing model boats nearly 10 years ago,” said ERCU member Nelson Holmberg, a native of Vancouver. “To make it an event that benefits the Parks Foundation makes it even a bigger deal to me.”

On Saturday, October 11, 2008, ERCU will host the Cascade Cup/NAMBA World Championship, which is scheduled to begin at 10:30 a.m., at Salmon Creek Park [Klineline Pond]. The race is sanctioned and insured by the North American Model Boat Association [NAMBA], and put together by ERCU. Holmberg is the event’s coordinator.

Each racer participating in the event will run a unique boat, a 1/10-scale model of an actual unlimited hydroplane that has raced at some point in the real sport’s history. The three-foot-long models are capable of speeds approaching 55 miles per hour, powered by lithium polymer batteries that energize brushless electric motors. These high-performance models are, for the most part, built of carbon fiber, fiberglass and other composite materials, and range from $3,000-$6,000 in value.

In “real life”, unlimited hydroplanes are typically 30 feet long and reach straightaway speeds of 200 mph these days, but the boats of today are far superior in technological advances to the ones that brought hydroplane racing to the Pacific Northwest. In 1950, the Slo-Mo-Shun IV went to Detroit and won the Gold Cup with a radical new “three-point” design that meant only three points of the hull – including one blade of the three-blade propeller – actually touched the water while it was racing.

“The boats that will participate in this event are really no different than the real thing,” Holmberg said. “While they’re smaller-scale versions of the real thing, these models are truly hydroplanes in their own right. The drivers, too, are skilled at radio control, boat building and maintenance.”

Several of the real unlimited hydroplanes – most of which are based in and around Seattle – pass through Vancouver on I-5 or I-205 every year, before and after their annual late September race in San Diego. They’ve raced in Vancouver just one time, though – in August of 1979 when the Miss Budweiser, Atlas Van Lines and Squire Shop hydroplanes staged an exhibition event on the Columbia River at Marine Park.

“My dad, who grew up close to the hydroplanes in Seattle, took me to the exhibition at Marine Park and said I would love the experience,” said Holmberg, who has attended real boat races in Tri-Cities and Seattle since 1980 as a result of that first contact. “Dad was right. The first time I heard one of the engines fire up, I was hooked. Racing these models is the closest I’ll ever come to racing an unlimited hydroplane, and I’m completely satisfied with that.”

Clark County residents including Mick Shutt [Vancouver], Jesse Shehan [Washougal], John Earnest [Battle Ground], and Holmberg [Vancouver], as well as several Portland-area residents, are members of ERCU, and will represent the area at the world championship event, and figure to make a push for the race win. Clark County’s Earnest, Shutt, Shehan and Holmberg combined account for nearly 85 years of model hydroplane racing experience.

ERCU came into existence on January 24, 2003 as a fast electric 1/10-scale unlimited club, and was born with direct affiliation to Radio Controlled Unlimiteds [RCU], which, with three and a half decades of history, is the granddaddy of all scale racing clubs in the nation. ERCU runs a 14-race schedule between April and October, including 10 events in the Puget Sound region, four in the Portland-Vancouve r area, and one in Centralia.

More information about the club, World Championship sponsorship opportunities, and the event can be found online at www.e-rcu.org, or by calling Holmberg at 360-521-1590.
