Ridgefield, WA, October 1, 2008 – The City of Ridgefield, Washington is thrilled to announce that John Duback, the City’s wastewater treatment plant operator, has been named the 2008 Washington State Operator of the Year by the Pacific Northwest Clean Water Association.
John recently celebrated his sixth anniversary of employment with the City of Ridgefield, having served as the primary operator of the City’s wastewater treatment facility throughout his tenure. John holds certifications as Classes I, II and III Wastewater Treatment Plant Operator administered by the Washington State Department of Ecology, Class I Wastewater Collections System Operator administered by the Washington Wastewater Collection Personnel Association, and Class I Water Distribution System Operator administered by the Washington State Department of Health.
The Pacific Northwest Clean Water Association (PNCWA) is dedicated to preserving and enhancing water quality in the states of Idaho, Oregon, and Washington through the promotion of the professional and technical development of its members, education of the public about the water environment and advancement of science to protect water resources. John also previously received the 2007 Operator of the Year award from the Southwest Section of PNCWA which is comprised of representatives from seventeen cities and twelve agencies and districts, and covers an area from the Cascade foothills to the Pacific coast and from South Puget Sound to the Columbia River.
John, who was not able to attend the PNCWA Annual Conference in late September where the award was announced, will be presented the award by the Mayor of Ridgefield at the City’s October 9th regularly scheduled meeting. Mayor Ron Onslow said “I’m extremely pleased to be able to present this prestigious award to John. John is a valued member of our staff and exemplifies the type of individual with the knowledge and abilities that the City of Ridgefield strives to hire and maintain as part of our team.”

Design Workshop Set for Public to Work on Ideas for Highway 99 Area
Vancouver, WA – Anyone interested is invited to a Highway 99 design workshop on Wednesday, October 8, at 6 p.m. at the Gaiser Middle School cafeteria, 3000 NE 99th Street, Hazel Dell.
The workshop will begin with an overview and update on planning for the Highway 99 corridor and neighborhoods nearby. A draft plan is almost ready for public hearings before the Planning Commission and Board of Clark County Commissioners. If approved, it would become part of the county’s Comprehensive Growth Management Plan.
After the update, there will be group discussions with architects and planners, to begin developing proposed design standards, zoning, and improvement projects for newly defined activity centers for shopping, services, entertainment and housing.
Earlier this year, the commissioners instructed county planners to focus on proposals to facilitate mixed-use development that would help support public transportation in that area.

Reviewers provide this important oversight.

David Evans and Associate to Provide Surveying
David Evans and Associates, Inc., to provide hydrographic surveying services for the National Oceanic and Atmospheric Administration
PORTLAND, Ore. – Sept. 26, 2008 – David Evans and Associates, Inc. (DEA) announced today that its Marine Sciences division, based in Vancouver, Wash., has been awarded a five-year, $250 million Indefinite Delivery Indefinite Quantity (IDIQ) contract for hydrographic surveys in U.S. territorial waters by the National Oceanic and Atmospheric Administration (NOAA). The Marine Sciences division will execute the contract from their base of operations in Vancouver, Wash., and will be supported by DEA’s corporate office in Portland, Ore.; as well as marine satellite offices in Seattle, Wash.; and Richmond, Va.
In addition to their recent contract win, DEA received a task order from NOAA to conduct hydrographic surveys to update nautical charts along the Columbia and Willamette Rivers in Washington and Oregon. The task order is part of an existing IDIQ contract with NOAA that was awarded in 2005. The Marine Sciences team will perform multibeam sonar surveys for full coverage mapping within the designated survey area along the two rivers. The information will be used to update nautical charts and identify dangers to navigation.
“We are thrilled to continue our partnership with NOAA on updating the nation’s nautical charts to improve the safety of navigation for U.S. commerce,” said Jon Dasler, vice president of DEA’s Marine Sciences division. “Contracts like this have allowed for investment in emergent technology, which has provided great benefit to the maritime community and our local clients.”
Currently, DEA is conducting side scan sonar surveys to help with post-hurricane debris mapping off the Louisiana coast in the Gulf of Mexico and is scheduled to continue charting surveys in Chesapeake Bay.

County to Host Bridge Dedication and Reception Friday
The Board of Clark County Commissioners will host a formal bridge dedication on Friday, September 26 beginning at 9:45 a.m. The bridge over Salmon Creek on Highway 99 opened to traffic last Friday, more than a week earlier than the construction contract deadline.
The event will begin with a parade of business owners and neighborhood representatives across the new bridge. This will be followed by formal remarks from county commissioners and others beginning at 10 a.m. on the south side of the bridge where Highway 99 and Northeast 119th Street intersect.
An outdoor reception in the parking lot of the Salmon Creek United Methodist Church, 12217 N.E. Highway 99, will conclude the event. All activities are open to the public.
